Beef chuck braised 6 hours in dried chiles, garlic, and spices. Tortillas dipped in the consommé fat and griddled until crispy. Filled with shredded beef and Oaxacan cheese, folded and pressed until the cheese pulls. Served with the braising liquid for dipping.
